Not necessarily. Bricks are manufactured to be built into walls and even those that have a small crack or chip are fit for purpose. It is impractical to expect all bricks to be free of minor chipping due to the nature of fired clay bricks and the level of transportation and handling that is required on site.
A good on-site inspection method is to build a dry wall of bricks which contains some ‘good’ and some ‘bad’ bricks. From a distance of three metres any minor chips, blemishes or cracks should not be obvious. Any that are noticeable are likely to be unsuitable for work on lower elevations but may, subject to the size of chip, be suited to higher elevations where they are away from direct line of sight.
